Ukraine’s embassy in New Delhi has yet to confirm the visit, and India's foreign ministry has not responded to the reports. Western nations have imposed sanctions on Moscow due to its invasion of Ukraine, but countries like India and China have continued trading with Russia.

While India has avoided directly blaming Russia, it has called for a peaceful resolution through dialogue. Modi’s meeting with Putin coincided with a Russian missile strike on a Kyiv hospital that killed at least 41 people. Ukrainian President Volodymyr Zelenskiy expressed dissatisfaction, describing Modi's visit to Moscow as a setback to peace efforts.

Russia denied responsibility for the hospital strike. Meanwhile, the U.S. State Department has voiced concerns over India’s ties with Russia during a period when it seeks to strengthen its relationship with India to counterbalance China. The final date for Modi's visit remains unconfirmed.
