The European Fiscal Board, the EU's independent fiscal watchdog, has raised concerns over the European Commission's decision to permit flexibility in spending, originally granted for defense purposes, on clean energy transition instead. This measure, allowed under a national escape clause, has been criticized for potentially undermining fiscal stability.

Italy has been a vocal advocate for this fiscal leeway, citing high energy prices linked to global tensions. The Commission recently agreed to let 0.3% of GDP, from the granted 1.5% annual defense fund, be allocated towards moving away from fossil fuels.

European Fiscal Board Chairman Pieter Hasekamp stressed the importance of adhering to agreed expenditure paths to maintain fiscal credibility and avoid persistent broad-based support that could inflate deficits. The Board urged governments to focus on protecting public investments amid prolonged high oil prices and potential economic slowdowns.
