On Wednesday, the Supreme Court took a significant decision to relax firecracker bans in the Delhi-NCR region, ahead of the Diwali festivities. The court has approved the sale and use of green firecrackers from October 18 to October 21, stipulating that individuals can burst them between 6-7 am and 8-10 pm.
Chief Justice of India BR Gavai and Justice K Vinod Chandra emphasized the necessity of a 'balanced approach' between celebrating Diwali and safeguarding the environment. According to the bench, while festivities are important, they must not jeopardize environmental health, thus permitting controlled usage of green firecrackers.
Addressing the issue of illegally smuggled firecrackers causing more harm, the court mandated the establishment of special patrolling teams to ensure that only authorized green firecrackers, identifiable by QR codes, are sold. Additionally, the court stated that no firecrackers from outside the Delhi-NCR region would be allowed, and licenses could be suspended if unauthorized products are discovered.
The central and state pollution control boards have been instructed to monitor air and water quality during this period and report on the environmental impact. This ruling reconsiders the Delhi government's previous blanket ban, underscoring public sentiment and practical enforcement.
