Acting Director Ronald Rowe admitted the agency's shortcomings. 'We should have had better coverage and more presence on that roof line,' he told reporters. 'This was a Secret Service failure.' Immediate steps are being taken to prevent such lapses, and pending investigations by Congress and multiple oversight bodies are underway.
