In a significant move, Ladakh representatives have submitted a proposal to the Ministry of Home Affairs, demanding full statehood and Sixth Schedule status for the Union Territory. This 29-page document, prepared by Leh Apex Body and Kargil Democratic Alliance, also calls for general amnesty for climate activist Sonam Wangchuk and others.
The Ministry of Home Affairs recently announced a judicial inquiry into the violent incidents in Leh, which prompted discussions to resume. Ladakh leaders argue for a 30-member Assembly and more constitutional safeguards, highlighting a history of sensitive negotiations with the ministry.
The proposal stresses the importance of amnesty as a confidence-building step, drawing parallels to past approaches in the Northeast and Jammu and Kashmir. Key legislative measures include the State of Ladakh Act, 2025, and amendments for Sixth Schedule protection, advocating for Autonomous Development Councils to ensure legislative autonomy and participatory governance.
