During the hearing, Hamilton, a former Navy SEAL, openly expressed disagreement with the possible elimination of FEMA, an agency both President Trump and Noem have criticized. His stance seemed to have cost him his position, as he was replaced by David Richardson of the Department of Homeland Security.
Hamilton, who led efforts to reform FEMA by reducing assistance for smaller disasters, was seen as a supportive figure within the agency despite external criticisms.
