Addressing the forum, which is China's security dialogue akin to Singapore's Shangri-La, Dong took aim at the Quad and AUKUS alliances for allegedly aiming to contain China's rise. He presented China's 'non-alignment policy' as a model for building inclusive and cooperative security partnerships.

Dong also emphasized the Chinese military's readiness to deter separatist efforts, defending national sovereignty in the South China Sea, and protecting maritime rights under international law. He projected China's military might as a stabilizing force promoting peace and stability.
