The Odisha government introduced the Pharmaceutical and Medical Devices Policy-2025 at the Odisha Pharma Summit-2025, ushered by Chief Minister Mohan Charan Majhi. The policy promises a financial influx of Rs 25,000 crore and aims to generate employment for 1 lakh people by 2030.
Industries Department Additional Chief Secretary Hemant Sharma pointed out that with India importing 85% of its medical devices, the sector holds immense potential. Odisha, therefore, seeks to leverage this by fostering new pharmaceutical and medical device units in the next five years.

It includes subsidies on land and power infrastructure and supports research excellence, industry-academia collaborations, and regulatory facilitation to attract investments.
