The Lok Sabha passed a bill introducing a new Health and National Security Cess aimed at enhancing resources for critical national sectors. Finance Minister Nirmala Sitharaman announced the cess will target pan masala manufacturing units, assuring states of shared revenue to bolster health initiatives.
Under Article 270, the Parliament is authorized to levy a cess for specific purposes. The newly proposed cess, set to cover expenditures on health and national security, will be added to the cost of pan masala production without impacting GST collections, thus addressing public health concerns.
Sitharaman provided financial data illustrating substantial government revenue transfers to the states since 2014. She defended the new levy as necessary to ensure critical funding for national priorities, countering arguments over affordability and potential reductions in tax revenue from less popular products.
