In a landmark move to eliminate caste-based discrimination within its prison systems, the Himachal Pradesh government has revised its prison manual. The amendments, inspired by Chief Minister Sukhvinder Singh, focus on ensuring equality and eradicating caste-influenced prison labor.
A government spokesperson confirmed that a new paragraph added to the manual expressly prohibits any discrimination or segregation of prisoners based on caste. Specifically, paragraphs 5.66 and 5.67 address equal treatment and allocation of duties, eliminating caste as a factor in assigning prison labor.
Further reforms include prohibitions against prisoners engaging in manual scavenging and related tasks. Additionally, caste details will be omitted from prison records. These changes are a response to a Supreme Court directive highlighting pervasive caste discrimination in prisons, urging state and Central governments to implement reforms.
