The legislation aligns with EU guidelines requiring transparency for high-risk AI systems. It targets improper AI use, including subliminal techniques and biometric classification.
In a decisive move, Spain's government has approved a groundbreaking bill imposing hefty fines on companies that fail to label AI-generated content. Aimed at reducing the proliferation of 'deepfakes,' the bill aligns with the European Union's AI Act, which insists on transparency for high-risk AI systems.
Digital Transformation Minister Oscar Lopez stressed that AI can be a double-edged sword, capable of enhancing lives or spreading misinformation. Under the new legislation, improper labeling of AI-generated content is considered a 'serious offence,' incurring fines up to 35 million euros or 7% of global annual turnover.
The initiative also bans subliminal techniques to manipulate at-risk groups and restricts using AI for biometric classification, except for national security needs. A new AI supervisory agency, AESIA, will oversee rule enforcement, complementing specific watchdogs for various sectors.
