The Finance Ministry revealed that oil and gas revenues, which contribute approximately a quarter to state budget inflows, fell to 8.48 trillion roubles ($108.03 billion) last year. This marks a stark contrast to the 11.13 trillion roubles recorded in 2024, highlighting a precarious fiscal situation.
A historical comparison draws parallels to 2020 when revenues similarly declined to 5.24 trillion roubles due to the COVID-19 pandemic and a plunging oil market. Specifically, in December 2025, oil and gas revenue dipped to 447.8 billion roubles, a notable drop from 790.2 billion roubles in December 2024 and 530.9 billion in November 2025.
