In a landmark move set to redefine India's railway infrastructure landscape, the Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, has approved the construction of the country's first indigenous semi high-speed rail corridor connecting Ahmedabad (Sarkhej) and Dholera in Gujarat.
The ambitious double-line rail project, estimated to cost approximately ₹20,667 crore, marks a major milestone in India's push toward next-generation rail connectivity powered by domestically developed technology.
The semi high-speed corridor is expected to dramatically improve passenger mobility, accelerate industrial growth, strengthen multimodal logistics and support the rapid development of the Dholera Special Investment Region (SIR), one of India's most strategically important smart industrial cities.
India's First Semi High-Speed Rail Project
The Ahmedabad–Dholera rail corridor will become Indian Railways' first semi high-speed project developed using indigenous technology, positioning it as a model for future expansion of semi high-speed rail infrastructure across the country.
Officials said the project will serve as a pioneering reference framework for the phased rollout of similar corridors nationwide as India modernises its transport infrastructure under the vision of Viksit Bharat and Atmanirbhar Bharat.
"As India's first semi high-speed rail project, the project will serve as a pioneer project acting as a reference model for the phased expansion of semi high-speed rail across the country," the government stated.
Industry analysts say the project reflects India's growing confidence in domestically developed railway engineering and transport technologies.
Faster Connectivity Between Key Economic Hubs
The corridor is expected to significantly enhance connectivity between:
-
Ahmedabad
-
Dholera Special Investment Region (SIR)
-
Upcoming Dholera International Airport
-
Lothal National Maritime Heritage Complex (NHMC)
Officials said the new line will substantially reduce travel time between Ahmedabad and Dholera, making same-day return travel and daily commuting more practical and efficient.
The railway is expected to support both passenger mobility and economic integration by bringing industrial zones, logistics hubs and emerging urban centres closer together.
"This semi high-speed railway would not only bring two cities closer but also bring the people living hundreds of kilometers away, closer to each other," the government said.
Strategic Boost for Dholera Smart City
The rail project is expected to play a crucial role in supporting the rapid development of Dholera SIR, India's flagship greenfield smart industrial city project located in Gujarat.
Dholera has been positioned as a future manufacturing, logistics and technology hub under the Delhi-Mumbai Industrial Corridor (DMIC) programme.
Experts believe high-speed and efficient connectivity will be essential for attracting:
-
Global investors
-
Manufacturing industries
-
Logistics operators
-
Technology firms
-
Skilled workforce
-
Commercial development
The railway corridor will also improve accessibility to the upcoming Dholera International Airport, which is expected to emerge as a major aviation and cargo hub in western India.
Lothal Maritime Heritage Complex to Gain Tourism Boost
The project will also provide improved access to the upcoming Lothal National Maritime Heritage Complex, one of India's most ambitious heritage and tourism infrastructure projects.
Lothal, an ancient Indus Valley Civilization port city, is being developed into a world-class maritime heritage destination aimed at showcasing India's rich maritime history and attracting domestic and international tourism.
Tourism and infrastructure experts believe improved rail connectivity could significantly increase visitor inflows and support regional economic activity linked to heritage tourism.
134 Kilometres of New Railway Infrastructure
The project will add approximately 134 kilometres to the Indian Railways network and cover parts of Ahmedabad district in Gujarat.
The proposed corridor is expected to improve mobility and connectivity for approximately 284 villages with a combined population of around five lakh people.
Officials say the enhanced transport infrastructure will contribute to:
-
Better regional accessibility
-
Faster passenger movement
-
Improved freight logistics
-
Economic integration
-
Rural and urban connectivity
-
Industrial corridor development
The government also highlighted that the project aligns with Prime Minister Narendra Modi's broader vision of creating economically self-reliant regions through infrastructure-led development.
"The project is in line with the Hon'ble Prime Minister Shri Narendra Modiji's Vision of a New India which will make people of the region 'Atmanirbhar' by way of comprehensive development in the area which will enhance their employment and self-employment opportunities," the statement said.
Integrated Under PM Gati Shakti Master Plan
The Ahmedabad–Dholera corridor has been planned under the PM Gati Shakti National Master Plan, the government's integrated infrastructure coordination initiative aimed at improving multimodal connectivity and reducing logistics costs.
Officials said the project has been developed through coordinated stakeholder consultations and integrated planning to ensure seamless movement of passengers, goods and services.
The rail corridor is expected to complement:
-
Road infrastructure
-
Industrial corridors
-
Airport connectivity
-
Logistics parks
-
Port-linked transport systems
-
Urban development initiatives
Infrastructure analysts say integration under PM Gati Shakti is increasingly becoming central to India's strategy of creating efficient, interconnected transport ecosystems.
Major Environmental and Energy Benefits
The government emphasised that rail transport remains one of the most environmentally sustainable and energy-efficient modes of transportation.
According to official estimates, the project is expected to:
-
Reduce oil imports by approximately 0.48 crore litres
-
Lower carbon dioxide emissions by approximately 2 crore kilograms
The emissions reduction is said to be equivalent to planting approximately 10 lakh trees.
Environmental experts note that expanding efficient rail infrastructure can significantly help India reduce transportation-related carbon emissions while lowering logistics costs and dependence on fossil fuels.
Boost to Employment and Economic Growth
Large-scale infrastructure projects such as the Ahmedabad–Dholera semi high-speed corridor are expected to generate substantial economic multiplier effects during both construction and operational phases.
The project is likely to support:
-
Direct and indirect employment
-
Construction sector growth
-
Industrial expansion
-
Real estate development
-
Tourism growth
-
Logistics sector efficiency
-
MSME opportunities
The government believes improved connectivity will strengthen Gujarat's position as one of India's leading industrial and logistics centres.
India Accelerates Rail Modernisation
The approval of the Ahmedabad–Dholera corridor comes as India continues one of the world's largest railway modernization and infrastructure expansion programmes.
Indian Railways has increasingly focused on:
-
High-speed and semi high-speed rail
-
Electrification
-
Dedicated freight corridors
-
Station redevelopment
-
Indigenous rail technology
-
Logistics efficiency
-
Green transportation systems
Experts say the Ahmedabad–Dholera project could become a critical test case for India's future semi high-speed rail ambitions, particularly as the country seeks to modernise mobility while promoting domestic technological capabilities.
With construction expected to accelerate in the coming years, the corridor is being positioned as a transformative infrastructure project capable of reshaping transport, commerce and regional development across Gujarat and beyond.
