In June, North Korean leader Kim Jong Un and Russian President Vladimir Putin signed a pact for mutual military assistance if attacked, raising alarm over deepening ties. The US and allies accuse North Korea of supplying arms to Russia for Ukraine in exchange for aid.
Wong denounced North Korea's missile tests threatening regional stability and met South Korean Foreign Minister Cho Tae-yul in Seoul to discuss defence and economic security cooperation.
